FRC Tackles Contractor Over Poor NEMA’s South East Zonal Office Project


The Fiscal Responsibility Commission(FRC) has condemned the poor handling of the South East zonal office of National Emergency Management Agency (NEMA) project.


 The FRC’s team leader of the South East project verification, Dr. Chris Uwadoka made the accusation recently during inspection of the building in Enugu State.


Uwadoka said it was unacceptable for a contractor to shoddily execute project funded with tax payers money without giving value for the money.

He noted that though the over N325 million project has been deemed to be completed and occupied by the NEMA staff, a lot still needed to be done as some parts of the ceiling have collapsed, the glass windows being too fragile and already failing, water gushing out from the ceiling when it rains, as he also noted that the building staircase is too steep making climbing a difficult task.

During interaction with the staff, it was also discovered that whenever there is rainfall, the last floor would be so noisy that one hardly hears any conversation.


On his part, the representative of the contractor said that the original design of the project was modified and submitted for approval at the Bureau of Public Procurement but he couldn’t back up his claim with documents.

Speaking after the project verification, Dr Uwadoka noted that the verification exercise is to confirm the existence of the projects as provided in the budget implementation report, the amount so far expended on the project and whether the level of work done at the site tallies with the amount paid.


Other reasons for the verification are: to know the challenges facing the project, to ensure that the budget for the project was derived from the Medium Term Expenditure Framework (MTEF) which is the basis for the annual budget preparation as stipulated in Section 18 (1) of the Fiscal Responsibility Act (FRA, 2007).
