Lagos Upgrades Resident Card To Multi-Purpose Smartcard That Offers More Benefits

The Lagos State Residents Registration Agency (LASRRA) has announced that the new Lagos State Resident Identity Card (LAG ID) for residents in the State has been embedded with more features and functions that enable the card holders to enjoy and have access to faster and better services from the Lagos State Government.
The new LAG ID Card is a multi-application smartcard that offers registered residents access to services ranging from a means of personal security and identity verification at points of accessing various government services, applying for loans from Lagos State Employment Trust Fund (LSETF) to payment for services across multiple vendors including BRT and LagFerry as well as cash withdrawals from banks’ Automated Teller Machines (ATMs).
Speaking on the new LAG ID Card, the General Manager, LASRRA, Engr. (Mrs) Ibilola Kasunmu, said it is a smart card with multiple security features and applications.
She, therefore, appealed to residents in the state to kick off their registration on the LASRRA website www.lagosresidents.gov.ng and visit any LASRRA Centre nearest to them for biometrics capturing to complete their registration for the new LAG ID Card, as she stressed that the registration is absolutely free.
She also urged those that registered in 2018 or before 2018 – and those who have changed their names and/or addresses, to also visit the LASRRA website www.lagosresidents.gov.ng to upload their updated information and proceed to the nearest LASRRA center to complete the update process with biometric verification for validation for issuance of the LAG ID Card.
Speaking further on why those who registered before 2018 need to update their data to get the new LAG ID Card, the LASRRA boss said the new LAG ID Card is embedded with a multi-applet chip module which stores the updated biodata and biometric details of the resident for real-time validation and verification of identity.
‘‘The old identity card with very limited functionality is being phased out and replaced with the multipurpose smart card, so holders of the old card need to update their records to obtain the new LAG ID card with a validity period of 5 years. The new card allows flexibility to onboard more features and expand usability in view of fast-changing technology trends,’’ she added.
‘‘The impact of technology on the global identification landscape includes making it cheaper and easier to identify people accurately, as well as access services quicker. With the LAG ID Card, our children can have easier access to educational services from primary to secondary to tertiary institutions in the state.
‘‘It will also make access to healthcare services a lot easier. Lagos residents are all encouraged to take this opportunity to facilitate quicker access to services from the State government,’’ she said.
The General Manager emphasized that the LAG ID Card project is pivotal to the Lagos Smart City initiative, for key purposes of planning and distribution of infrastructure, security, social protection, financial inclusion and disaster and emergency response management.
She noted that the residents’ identification drive under LASRRA 2.0 would be used identify and maintain a rich database of all residents in Lagos State. She said all adult residents and visitors that have stayed up to three months in the state were eligible to be registered under the LASRRA 2.0, including pupils, students and day old children who would be captured right in the hospital they were delivered.
In addition, those that have registered previously would made return their old identity cards and be re-issued the new smart identity card and might have their data updated and validated in the database.
The life span of the new identity card, which is tailored to suit into the THEMES vision of the Governor of Lagos State, Mr. Babajide Sanwo-Olu, Kasumu said, is five years.
LASRRA disclosed that 4.46 million residents were captured in its database. Out of this number, 3.25 million are ABIS certified unique records subject to validation for proof of life while 1.04 million cards are ready for card printing.

The general manager of LASRRA said that the six core objectives of LASRRA 2.0 are the identification of every resident and maintenance of rich database of all residents; provision of data for social and welfare state interventions; issuing of multi-purpose smart cards to residents and improving the efficiency in accessing LASG services. The project would also be used to drive the Smart City agenda of LASG, and create opportunities for financial inclusion.
Kasunmu stated that 800 enrollment units would be set up across the state for the registration exercise that would also involve 65 enrollment partners to enable the project have a wider coverage.
She said: “LASRRA will implement and provide access to a core set of services, operations and processes and work with several partners to complete the other complementary aspects of the programme. This will ensure efficient use of government capital while driving inclusiveness.
“The agency database, containing both demographic and biometric data, of all residents in Lagos State will henceforth aid effective planning and allocation of resources for security, education, health and financial inclusion.”
She further explained that the Lagos resident ID card would have provisions for 28 applets, out of which three would be activated at the point of collecting the card. The three active applets are the electronic identity information (e-ID); the EMV payment and transportservices provided by the LAMATA.
The remaining 25 applets, according to her, would be implemented with both public and private partners in subsequent phases and would include health application, pension application and collections.
The card would also have banking applications and provide payment services for transport fares, payment of tolls, traffic offences and fines.
Kasunmu emphasised that students would need the new identity card to be able to access examination halls, public library, book borrowing and access transport services at students’ rate, enjoy bursaries and discounted school hostel fees.
In addition, holders of the card would be entitled to have access to social services that would be provided by the state government such as financial inclusion, elderly benefits, social benefits, as well as disability benefit and medical, insurance, pension and social subsidies.
